FYI: We don't have any traffic rate-limiting or shaping to/from NPIX
traffic. No idea if any other ISP are doing it or not.It could just be
minor and occasional routing problem something like Asymmetric routing
paths at ISPs network.

Rather that making speculations, it will be better to report with
statistics  when you face problem and help us to resolve problem if
there are any.
