dear gaurab dai,
that GUY isnt sending email from his IP. he is promoting other users
to signup for free online email service and send SPAM mail on behalf
of him as advertisement in return of small amount of money.
maybe he/she just harvest the email address and give the email address
to others for advertisement.

i guess the business is run from a cyber cafe. check the
website....(to know abt his business and business modal) but blocking
his subscription will reall stop him i doubt it. Sooner or later nepal
gov. must be prepared on its own to handle such issues anyways.... for
which they even lack basic infrastructure till now.
