I still doubt... will, only creating a blacklist will be a permanent
solution. Its a tested and proven truth worldwide spams are never
discouraged with any blacklist. They will continue to use and abuse
free domain names and web hosting.

sooner or later we will have to send a clear message they will be
traced & they will be investigated as a criminal offense

STRONGLY discouraging them before they get more sophisticated might be
a appropriate approach i think. If people see someone is making easy
money without much of hassle more people will be encouraged and
gradually get sophisticate as we tighten up... and lead to a more
complex organized crime. I've always believed such incidents require
technical approach but only after strongly backing it up with
strategic and psychological approach.

as any nation has... we will also be dealing more and more SUCH
outcomes of internet popularity. The question is when will we start
preparing for the problem.

In the mean time i am starting some identity profiling of the local spams.

with the subject starting with SPAM
