I would like to see a board hanging on top of his business address with

"CLOSED, Prosecuted for spamming"

We definitely should do something about this as soon as possible . If we 
let this guy walk away, more spammers will come out and start spamming. 
On ISP level people can deploy various techniques to discourage spammers 
and follow some BCPs against SPAM. On the legal front, I would 
definitely want him to suffer for his deeds.

We can send a message to the would be spammers and the whole community , 
if we can pull this off properly.

What type of clauses do we have in our law to deal with this issue ?
