Hi,
RBL is just one of the method. There are other methods as well to deal
with different kinds of spams.
For instance for this maxjob guys, you can use spamassassin to give it a
high score and drop the email as soon as it is recieved during SMTP
transaction.
ISPs can also start ratelimiting outbound SMTP traffic. I would suggest
blocking out port 25 inbound and outbound traffic for clients. They
should only be using ISP's SMTP server and nothing else. If need arises
for them to use their own smtp server hosted outside, just ask them to
use port 465 or 587 for authenticated smtp over TLS or SSL.
I would really like to see these emerging nepali spammers to suffer like
hell. Let them rot in jail. But for legal prosecution , we would require
consultation from someone who is good in law.
