You are right, as of now there is nothing legal to catch spammers. and 
even with anti-SPAM regulations in different countries (US, EU mostly), 
it can take time to prosecute spammers.

You can choose to use a blacklist, or make your own rules depending upon 
what volumes of spam u get. It's your network that someone is abusing, 
and you are within your rights to protect your network using whatever 
policy/tools u want to use.

if you categorize something as spam, instead of contacting the offending 
parties (which never works - rather it verifies your e-mail address for 
them), u probably report them to community lists (and also add to your 
own block list.).
